Committee Interim Buffalo Report

At the DAAS Planning Meeting on February 28, 2004 the following actions were recommended for the DAAS Health Assistance Sub-Committee:

1.       To assist the PMH in raising funds to assist in renovating the leaky roofs of the female and male surgical wards and the Dialysis Unit

2.     To look into the suggestion from the PMH Administrator to develop a Hospital Trust Fund which would allow contributors to claim their support as tax-deductible donations

3.     To consider the creation of a PMH Website

4.     To make contact with the Hospital Administrator regarding the proper maintenance and repair of equipment

5.     Requesting DAAS membership on the PMH Advisory Board

PMH Roof Renovation

The suggestion by Frances Delsol and Petronella Savarin-John, to stage a gala to be undertaken by the Commonwealth of Dominica Association of Ontario (CDOA) to raise funds for this renovation became a reality on October 02, 2004.  The function was a resounding success, graced by several distinguished guests, including the Speaker of the Ontario House of Assembly, Hon. Alvin Curling and the Prime Minister of Dominica, Hon. Roosevelt Skerritt.

Hospital Trust Fund

PMH Hospital Administrator reports that the PMH Trust Fund already exists and the tax laws of Dominica have been amended to accommodate tax–deductible donations.  The Ministry of Health administers the Fund Account with the Hospital Administrator, the Permanent Secretary and one other person at Ministry level as signatories.   There is need to further develop the Fund so that persons and organisations from overseas can claim tax deductions.

PMH Website

This recommendation appears to be part of a project being undertaken by PAHEF designed to strengthen the imaging and maintenance of services at PMH. 

Maintenance and Repair of equipment

PMH is interested in upgrading staff training in equipment maintenance, particularly for biomedical (clinical) equipment.  Such training could be either on site or as attachments off site facilities at suitable institutions.

PMH Advisory Board

Dr. Samuel Christian was recommended as a possible Diaspora representative on the PMH Advisory Board.  This would maintain a link with policy regarding our hospital services and inform our Health Committee.

Comments & Further Recommendations:

1.       DAAS President should formally approach the PS of Health with the nomination of Dr. Sam Christian to be a member of the PMH Advisory Board

2.     DAAS Health Committee Chair should assess the training requirement for biomedical equipment maintenance with a view to assisting in securing training.

3.     More detailed information on PAHEF project is necessary
